Issue description

I would like to request for the addition of a superflat Dimension type.

I tried to make a biome with a height variation of 0 and use only that biome in my Dimension, but it generates like a desert would instead of completely flat.

I did my best to implement this, but it seems current impl. does not play well with multiple biomes, nor with any custom structure. Closing, for now, might reopen in the future if I find a way to do this or 1.16.x+ changes the way things are done.
