About the bar itself, I can't help, but maybe Hangel (an MCreator user) can, since he made a thirst mod
The blink should be made with an overlay, in my opinion.
PS: are you making an SCP mod and the blinking bar is for SCP:137
Im actually asking, it looked like a obligation xd
