How do you add an item to the player's inventory with a certain NBT value

If I hit an entity with an empty syringe it adds a fulled syringe to your inventory. How would I add an NBT to the new fulled syringe?

After added a command to set item in inventory, put a procedure to set NTBT values for your syringe.
