How do I make custom mobs spawn with enchanted armor?

So, I'm currently making an ice zombie for a mod that my friend and I are making, and I wanted this mob to spawn with a pair of leather boots enchanted with Frost Walker. How can I make that happen?

I think you could make a mod armour that looks as close to leather as possible and set a procedure so that it gives itself Frost Walker immediately.
