how do i create a smithing table like gui?

i have the gui done and it has 2 inputs, 1 output you activate it with a button. but im not sure how to make it so when you put a hellstone ingot into the first slot and a netherite tool into the second slot, for it to come out with the hellstone variant. (block based coding btw)

there arent any ways to do it using a recipe so im not sure.
