How can I make blocks look enchanted?

Hi!

So, I wanted to make a structure, out of a magic block. It was supposed to look similar to clay, but with the enchanted shimmer. Has anyone an idea how I could do that?

I think that this could possibly be made by using an animated block, but it would take a lot of time and effort.
