How do I make a fluid poisonous to touch?

I wanted to make a fluid block, that gives you the poison effect if you swim in it. But I can't find the right variables to make the fitting procedure. Has anyone eve done smth like that?

Just made this for you. When in the liquid it would instantly reset the poison to 10 seconds ( the ticks i selected ) and not do any damage. That is why there is a damage block as well but this block will kill you if you run out of hearts ) the poison will take you to half a heart but if still in the fluid the damage will still deal a fatal damage and kill you. it is set to only effect players but it can be changed for any entity. The white block is my liquid ( milk ) also it is not added to any of the liquids triggers, the procedure is by itself.
