Global events are not stored per-workspace

Issue description

An example would be the best option to explain this one:
- Adds a global event - for example, when entity killed, spawn gem
- Goes into different workspace - the global event stays :(

I can confirm this bug. We will fix this.

This bug will be fixed in 1.7.9 as global events will be replaced with procedure system.
