Issue description

Add Tick Rate Dial to change the tick rate on Custom Liquids

Changing the tick rate on blocks affects the setincobweb procedure meaning we can make slow sucking and fast sucking quicksand with some work being done...

Tick rate is already set using viscosity so there is no need to add the redundant setting. The formula is tickrate = viscosity / 200
