How to replace blocks in a certain region?

Hey, I was wondering if anybody knew a code that would replace a certain type of block in an area around the user?

Basically; when the player right clicks an item or stands on a certain block(lets say stone), a certain type of block (lets say cobblestone) around the user will be set to 0(Air)

You can do it with minecraft's commands:  /execute @e[type=Player] ~ ~ ~ detect minecraft:stone ~ ~-1 ~ /setblock ~ ~-1 ~ minecraft:cobblestone 0 replace

so exactly how do you do it for a new block mod? I doubt the vanilla command would work.
