Would a mod that simply added silver (or another material), including armor, tools and weapons, be an "acceptable mod type"? I am new with MCreator and I couldn't tell whether or not this would be acceptable from the mod guidelines. Thanks.

Actually, I have now looked at the mod guidelines, so let me rephase that. No, you can't have a mod that just adds a silver ore and tool set. It needs to have something more, like a silver staff or silver robot.
If only ore pack without any original idea, no, we already have too many of those, there is no added value in that. You can make one for your personal use for sure, but the website does not accept that kind of mod.

Kinda how Mojang is adding Copper to Minecraft in 1.17. They didn't just make another ore type, they made it unique by adding special blocks and mechanics.
What I’d do is make different staffs, and when they shoot something it spawns mobs, tnt, fire, water, etc at xyz that’d actually be something I’d play (hell I might just make it)
They are right. Give silver some unique use, like making all of the tools and weapons be different kinds of tools from normal and give them different effects.
