Add a way to make a dimension not have a portal

Issue description

This is just a small request - I have a dimension in my mod that is only accessible by machines. If you could add a way to make it so there is no portal or trigger block, that would be great. Thanks!

Right now teleport entity to dimension procedure block is buggy so when we clear that up, we will add this option.
