Issue description
Hi, first of all sorry for my bad English, I'm from another country, my problem is that I wanted to put a flower and a structure in the nether, but when i put the flower it wasn't spawning. i deleted and i tried to make a structure, all was ok but when i looked the surface world it was full of that structure, idc so much the flower, but the estructure it cost me hours, look the attachments and help me if you can, thanks
Your spawn probability is very low and keeps in mind that underground means it could spawn inside walls or inside filler blocks too.
