Language Procedure block

Issue description

A nice feature would be a language procedure block. So for example you can play a specific sound only if you took english as language and another sound if you choosed german.

Issue comments

The issue is that language is client dependent, but most procedures work on server side. There were some similar tickets open in the past, but for now we can not really implement this, but will consider doing this later down the road.
