Issue description
So, at least for Surface-type dimensions, you're able to change the water level by going into the code, finding "sealevel," and changing the number next to it (default is 63). I've seen previous things about this, and I tested it, it does actually change the sea level, I made an ocean dimension with the top of the sea at Y 200. So I'm just asking for the ability to do this without locking the code. Thank you for reading.
Only normal world gen seems to support this feature so I am not sure if this should be added as it would be confusing for other world types.
I suggest modifying the code instead.
