Custom blocks can not be placed on each other

No matter how hard I'm trying, it is not possible to create a custom block that works normally. It should be a solid block like metal, however when I'm trying to place one block on another, nothing happens. The block can not be destroyed after that unless, you place an another block on it, then the block will be replaced with another. Also there is no collision box.
