Make it not have the swimming behavior.
swim/float when in water
Truth be told, Minecraft has absolutely nothing in the way of letting mobs swim in lava. The only way to achieve this would be to code this behavior from scratch.
I made a mob have the goal swim/float in water and it floated in lava
