you can make a procedure if this "mafia" is an entity.
In the procedures tab, click on make a procedure for "When Entity is Hurt".
in the editing area, just add a block saying "add potion effect to event/target entity - speed"
change the speed for wither and the "event/target entity" to "source entity"
