what does missing dependencies mean

when i try to add code to the "when block added" trigger, i can't select the one i want because it says missing depensencies. What does that mean? also, how do you allow crafting enchanted books with enchantments on them?

under When block Added, u can see,x y z world, that mean the procedure block must have x y z and/or its a world type procedure block. plus u add another trigger (a block is placed) that mean, every block u place, will be removed and give u a block of wheat.
