Place A Structure With An Entity

I Have A Problem Where I Need My Entity To Spawn A Structure When It Is Touching The Ground, Yet It Doesn't Work.

I Want The Entity 'Moon Meteor' To Fall From The Sky Despawn And Place A Structure. It Despawns However It Doesn't Place The Structure. I Am Placing The Structure Before Despawning The Entity.
