It seems everytime I make a water mob, it never moves, it doesn't swim! It also doesn't suffocate on land, why would that not be a default in making a water Mob!?!
water mobs are quite complicated, took me years to fix mine and have the solutions to have them swim and not drop down on the floor of the ocean
Send me screenshots of your mob (all pages) and I tell you what to change
For the second just add a procedure: if entity not in water then deal damage type
