Custom Dimension Doesn't Work On Server

Hey,

I made a custom dimension for an upcoming minigame on my 1.15.2 server, however whenever I try to create the portal and enter nothing happens. Everything works fine when I do the same process offline with the same mods. I thought it was because I had the nether disabled, so I re-enabled it and although that portal works fine my custom portal does not. Another thing to note is that wherever I click within the portal frame to activate it doesn't load the portal texture, but the blocks around it will load the texture just fine.

I was wondering if anyone else ran into this issue before and if so what fixed it? If not, are there any ways to get players to that custom dimension without the portal?
