How do I add slowness to player when time is midnight, and remove it when the player sleeps?

Basically, I want to make an exhaustion mod where once the time hits midnight, the player gets slowness effect until they sleep.

If world time is 18000, give slowness. Procedure, player goes to sleep, remove slowness.
