I think you could make something like that control panel block by adding custom models from Blender, though UV mapping would be tricky to figure out since it's not a cube.
As for the circular gate, that seems to rely heavily on custom models but it needs to detect not only that the blocks form a complete loop but also replace each one with the correct round piece while facing the correct direction. Then it reverts back to blocks when you break one or more sections.
Quite honestly, I'd be interested to see what kind of mod you would make if you were to succeed in this endeavour. This example is probably one of the more complex things I've seen in modded minecraft.
