So basically I want a page bar on the top of comments not like on the bottom it would be helpful

What do you mean with page bar?

I understand now. Most websites only have pagers on the bottom so to keep things UX friendly we will most likely keep it only on the bottom, so the page is changed once the user reads the current page.
