Ranged item use time and cooldown completely ignored

Ranged item use time and cooldown completely ignored

I have looked everywhere online and have not seen a resolve for this issue. 

I am using MCreator version 2023.4

I made an item and in the advanced properties I checked ranged weapon. I unchecked shoot constantly when active. In the properties I have animation set to bow. I also have a positive item use time. Under "when ranged item used" all I have is the procedure block to cooldown-provided item stack- for 100 ticks for-event/target entity. When I test the item in-game it ignores it all. I can still just spam right click and arrows pop out. It doesn't even wait for the use time, nor does it have any cooldown. Help please.

What if you make a custom potion effect that doesn't show the play that they have it. When the use the item, give them the effect for a few seconds. If they have it, don't let them shoot it. You would have to use the procedures to shoot the projectile though for this to work.
