How do I make a flashlight?

Now, I know that this seems like the kind of topic that's fixed by a look at other forum topics or just a google search, but by flashlight I don't mean placing light blocks along a path, I mean more of a flashlight shader like doctor4t has done in the past.

Now, I know that doctor4t is, of course, not using MCreator and is actually coding but I was hoping that there might be some way to render this. In theory, it should be a whole lot less resource intensive than any of the in-world block solutions.
