How to change a player's mining speed?

I need to increase the speed of mining certain types of blocks.
That is, essentially the same effect as from haste.
I installed a plugin that allows change attributes, but it doest'n have such a function.
Nothing on the forum. Either I'm the only one who needs this, or it's easy and I'm just stupid
