How to detect if a player whispers to another player

I want to detect if a player whispers to another player, I want to make something where if you activate a ability, within 30 blocks you can "hear" what the players are whispering, though it will come out as "???"/<???> since you won't know who whispers. It's a ability that increases sound or controls sound.
