Mountable Entity Flight Speed

I'm struggling to make a ridable entity that can fly. I have tried changing the entity's speed and it did not affect the entity when it was in the air. I have also tried to add a speed effect when not on the ground; still, the entity did not seem to move any quicker than previously. Here is a link to my current procedure.

( After further looking into the movement speed of the entity it seems to work fine from 0.1 to 0.4 but after that, the speed doesn't go any faster when in the air )

 

I am looking for help to make my "Broom" entity move quicker when in the air.

I tried a procedure that makes the movement speed go faster but it doesn't stop moving forward over time and instead speeds up. 

When changing the division to a plus sign the entity flys uncontrollably.

-The same happens when changing it to a minus sign

Current Solution:

I would suggest starting with a movement speed of zero within the entity behavior and adding this procedure below for your entity. editing the division number can strongly affect the speed extremely quickly so be cautious.
