Why set location command moves 2 instead of 1

When I use this set of commands it should move me one block if its air but instead it moves me 2 block instead

it correctly checks if one block near me is air and if its not air it doesnt tps which is what I wanted but when its air and its supposed to tp me 1 block it tps 2 blocks instead
