Increase Mob Reaction Time

This question is not just for Mcreator, but I am curious how to do something like this. I was messing around with the new /tick command in Minecraft 1.21, and I noticed something cool when you boost the tick speed, the mob AI still works just as well even though it's faster. I was wondering if it is possible to create a mob that has this crazy fast speed without needing to boost the tick speed. Any ideas, even those not possible in Mcreator are appreciated!
