Blocks will not spawn particles when placed by structure/feature

i added a little sparkle effect to my crystal blocks and for some reason whenever the giant crystal clusters are placed via structure or feature it doesnt spawn the particles i know this should be possible too as it used to work but for whatever reason doesnt anymore
