put anything on the block

I'm creating a mod, but I don't understand how to do a certain thing. I want to make it so that absolutely any item can be placed on a custom block, like a frame, but when you try to pick up the item, it goes back into your inventory instead of falling to the ground. And I want to make crafting items out of it. You could say, make an outdoor gui. How do you create something like this?
