Need help with making a procedure so that a Multi-tool can be used as a hoe

So I've made a tool, and set it as multi-tool, and it works just fine as a sword, and axe, a pickaxe and even a shovel, but for some reason I just cannot figure out how to make it work as a hoe the way I want it. Because the procedure I've made, has made it so it can till, but it tills every solid block and you can till those blocks with everything. I'm still new to this so maybe it's super easy and that's why I haven't found anything online about it, or maybe it isn't possible, which if it isn't, that'd be nice to know. I'm using 2024.3.
