Lock villager Y level?

I'm thinking about making a mod that would lock a villager's Y level.  Basically, he would not be able to move up or down, or jump.  He would only be able to stay at his current Y level.  But before digging into this, I'm wondering if this is this even something that MCreator would be capable of doing.
