Potential Bug: hundreds of water entities spawning uncontrollably.

I've encountered a game-breaking bug with water entities. The spawn rate has no cap, and even the rarest of water entities will spawn nonstop with up to thousands being generated in the loadable area.

I first encountered this bug in a koi pond mod I'm working on, and I replicated it in a standalone test mod. The workspace includes a single fish entity with a spawn weight of 20, spawning type set as "waterCreature", and number of entities in a group min 4 and max 4. Within 10 minutes there were over 600 fish on screen in the swamp biome I was sitting above and I was getting less than a frame per second, with over 8000 entities in the loadable area.

When sitting over a river, it capped around 230 entities on screen. I did not test it anywhere else but I imagine over an ocean or other large body of water would likely be similar to the swamp.

Even when I had the spawn group set to 1 max with a rarity of 5 over the river I was getting several dozen spawns in under a minute.

Edit: tested the spawn setting for "waterAmbient" and it does the same, if anything it seems to spawn faster (600 fish on screen within 7 minutes in the same area tested in the swamp). I'm not entirely sure what the actual root of the bug is, if its the "Mob Natural Spawning type" or something else.
