Giving Items Model Layers (NOT Item States)

I want an item to add a rune to it's texture when a custom property is met, but in order to do this (at least what im aware) I would have to make a seperate model for each state of the item, and i want to be able to mix and match runes, anyone have a solution. if there is a way to do this like the Model Layers section when you create an entity, that would be very helpful, as i want to mix and match multiple runes on one item
