One the items i'm making needs procedures. in previous updates there were already procedures set out so you didn't have to make them yourself. Now they are all gone. WHY?

They're not gone, in 1.7.9 all procedures and recipes you must create as new thing (outside the item).
Press "Add", then select "Procedure".
Code, what you need, then press "Done".
Then select item, press "Edit" or Double-Left-Click, select trigger and procedure.

If you have bug with there are no procedures, report it in bugs section on forum.
