How do I make sugar cane/cactus growing with procedures?

Hello there! I would love to know how to replicate the sugar cane/cactus growing by using procedures and setting a 3 blocks limit (I do not want to use the plant option from MCreator.)

Also I would like to include in the procedure what when you break a cane/cactus block, all cane/cactus blocks above breaks too (just like vanilla.)
