I want to create an addon and I already have the appropriate resources

I need to make an addon for IC2 and I have industrialcraft-2-2.8.120-ex112-api.jar and industrialcraft-2-2.8.120-ex112-dev.jar (API and DEV). Where should I move these files so I can use them for work. Maybe I need to do a few more things. In this program, of course.

Can you help me please?
