well hopefully there isnt another fourm topic like this (as the related pages thing doesnt bring those up all the time) but here we go
For some reason custom dimensions cant have snow, and if the biome is cold enough for snow to spawn, weather will just not work. This is a problem for dimensions that are winter themed as they depend on snow for weather.
