How do i make caves?

I want to make any y-level below 50 to get set to a new biome called caves so I can more easily decorate caves and make mobs. Is there a way to do this?

Maybe if you make a structure that’s like a cave that spawns underground? 
 

if you want it to be bigger than 32x32x32,

there’s a mod for that.
