Change water color of dimension?

As the title states. Is there any way to override biome water hues, and give all the water of a dimension a custom color? Also, a way to change the underwater fog color (versus the water itself, Vanilla does this already) would be nice.

Adding code is fine, but I don't know much about coding.

Yes, when creating a biome, there is a "custom biome colors" checkbox, and below it is how you can change the color of the water, grass, and air. To my knowledge it will override the dimension fluids color if it is water.
