I tried making an ore block which drops 1 gem, the problem is fortune enchantment doesn't work to make it drop more than one, neither does silk touch makes the block drop itself, I tried using the "create ore pack" feature but the same thing happens, I don't see any "affected by silk touch" box or "affected by fortune".

It will be possible with loot table conditions in the future.
