How would i do that?

Hi!

I'm new with modding and, for now, i wanna make:

1st: A transprent parts block (like slabs), but is a slab with thinner layers making a pyramid effect, but idk how to do that ;-;
2nd: Make this block only appers on top of another block, but again idk how i do that '-'

Can you help me?

P.S Java is more easier for me because i know C# and it is too similar (that info just helps if i have to code to do this)
