Vehicle Fuel?

I recently put together a flying vehicle (cute little hot air balloon) and wanted to see if it was possible to give it a fuel system

The functionality is intended to make it so it will only let you move the ship when it has fuel, and let me alter how quickly fuel burns, aswell as add different types of fuel. I'm kindof stumped as to how I would do this, and make it so the fuel can burn out. 

Any help would be appreciated, or even just a note telling me that this is impossible to do with the normal procedure blocks would also be nice
