Teleporting Armor

I have been trying to create an armor that teleports the player wherever they want in a certain distance on command (Right Click a Block). It works, but it keeps on looping every tick, so you go flying. I am trying to figure out how to make it so that I can do it on command, with a cooldown, and only if the armor is on. Can anyone help me?
