When I put this procedure in the "update tick" part of a plant it has to replace the plant with the tree but the "update tick" part may be buggy for plants. When I put the same procedure in another block, it is replaced by a tree.
I am using version 1.14.4 but my friends using other versions have the same problem.

Plants use the world tick event. Also, I'd recommend using Imgur for image hosting.
