I've created a biome, then put in that biome's settings that the mob is supposed to spawn in it, I've set spawn weight to 81 and put that biome in the Dimension, However they're not spawning

I don't see anything about the dimension, Except that you can choose to make it spawn in the end or the nether, However I don't see any option for this
